Keep geography comparable
UK nations and English regions should not be mixed in a single ranking. In 2024–25 Scotland was 30%, Wales 26%, Northern Ireland 22%, while England was below the UK average of 25%. London was the lowest English region at 17%.
For a full comparable regional snapshot, the 2023–24 DWP table shows Wales 30%, Scotland 28%, Northern Ireland 25%, England 24%; English regions ranged from 17% in London to 29% in the North East.
